Reichsführerin-SS Habich stormed into the room in a rush, breathing heavily, an even more winded secretary, also in Reich SS uniform, at her side, and took a seat at the table with a cursory and almost-dismissive apology to the room in general. "Your pardons; other business delayed me."
The secretary, a young man of surprisingly timid demeanor, opened a briefcase and laid neat stacks of briefing papers before her, which she ignored for the moment, pausing only to take off her Reichsadler-adorned black cap and hastily brush back her golden locks.
"If I may interject:" She didn't pause for a response. "The Reich is certainly committed to infrastructure improvements, and would like to expand our railway construction project with Turkducken and Columbia to other States, with equal cooperation, until a full and integrated NCSA railway system is up and running, if you are all agreeable to this proposal ..."
She cleared her throat primly before going on: "However, the fact that I need mention Columbia is an indication that we can't ignore present conflicts, even if speaking of infrastructure makes us feel warmer and fuzzier inside." The Reichsführerin gave a mildly disgusted look aside at nothing in particular. "Columbia's status is unclear. It remains organized, but has seceded, rendering it in effect a foreign nation, and the aggressive intervention of Die Erworbenen Namen has made it quite difficult for my former colleague, Defense Secretary Ramseur, to take action. I think it is necessary that the intent of each State with regards to Columbia, and the armed conflict, be made clear."
She finally addressed the papers spread before her and brought out a file. "For ourselves, the Reich has established a peace treaty, non-aggression, and mutual defense pact with that former State, which legally still stands, since its terms do not rest upon NCSA union. How we are to take the aggression of our esteemed fellow Confederates;" the last dripped with sarcasm; "is unclear, but we are not pleased."
